Absolutely, a latecomers division or something would be fun as a separate category, maybe even more so if they win and are encouraged to enter properly next year, but if they can enter on an equal level (as was done in a previous year) it hardly encourages people to get in promptly next year. There was one year I entered and latecomers were allowed in and it definitely contributed to me not bothering in future years - I just don't much feel like taking part when even the people running it aren't doing it properly.I think your idea of having a latecomers division is a good one, maybe they can enter by the start of February.
