An issue there is that whenever government goes down that track, they seem to leave out quite a few of those low income people whereas a tax cut captures the lot.Eg they say yep here's a subsidy for low income earners but look into the detail and the individual needs to be on welfare to get it for example, it's not available to someone who's (for example) just working part time or they're really struggling as a sole trader in business.
