Not 100% sure if this will be an outcome primarily of economics struggle, or just overbearing government control and idiotic decisions regardless of economic state..which is the focus of this thread.

Parents should be dragged into court and face a penalty that fits the crime of their sh*tbag offspring.
In my last business we had a visit from a woman who was leaving town, she dropped in to say goodbye with her young kids in tow....and that may induce better parenting.
However from a personal perspective, I do feel for even the best intentioned parents that could and do have offspring that are tainted in some way. We all know kids are often driven and influenced by their peers, ego's, bravado/showing off, looking for acceptance etc, etc.
Sadly and I've known a few, some of these kids just have a bad streak inbuilt and no amount of guidance, kindness, mentorship, patience can "fix" these individuals.
These poor lost souls have either ended up in the care of "correctional" institutions, opted out of life by various means or fly under the radar.
Some do benefit from medication but woe are we if they don't take their meds.
The parents of said kids, after exhausting the avenues of help, have been through enough and making them pay for something that is clearly beyond their control, well, that doesn't sit well with me.

The reason she was leaving was that her eldest son now 16, was being released from the "home" and she was terrified of him because she was the one who tried to get him some help to control his anger.
All the other kids were nice as were Mum and Dad.
Dad was staying as he had a job but he used to lock his bedroom door at night and sleep with a knife under the pillow.
He hoped to get the son into a course or some treatment to regain some sanity,

Our new culture, where the young are taught to not own their bad decisions and choices, the poor outcome is always someone else's fault, or a fault of the system.Na doesn't matter the household. A lot of it is because the parents weren't attentive in the formative years. Makes you wonder if it grows more since everyone works. Poor households can't do much about it though.
Schizophrenics will try and kill family. I've known a few and they go through some episodes of trying to kill family and friends.
ADHD meds spring to mind, on the street they are known as baby speed, legalised drugs apparently....and that may induce better parenting.

Yep, we have all seen families that let the kids raise themselves, it can be parental lifestyle, it can be a cultural thing, it can be a new age touchy feely thing or it can be laziness.Generalisations help no one.
We have no information about the person described by Macca, so trying to create a scenario where blame can be apportioned is symptomatic of society today.
Talk to the odd social worker, or school teacher, or policeman, and they will tell you of numerous individuals who are products of good homes but turn on society, just as there are numerous examples of kids who come from "the home from hell", but manage to rise above it all and become great citizens.

If the kid wants to kill his parents there must be a reason.
The way it was is no longer permissable, if a parent hits a child they can be charged with assault, if a copper hits a child the cop will be suspended.No matter what, At14 to whatever age is the legal one these parents should be held accountable.
If it was you or a close family member being attacked by these "troubled souls" what size stick would you be taking hold of.

We had a local Sgt doing his retirement stint here about 10-12 years.
Had a family that the parents had no desire to control.
Just kids doing kids things.
Yeah, right. Stealing etc etc.
First he tackled the offspring, amazing what prolonged pain can achieve, and then the parents got to see a bright light also.
Not too long after that they decided to move out of the area.
